Master of Science of Strategic Intelligence

 

The Defense Intelligence School was enacted by Department of Defense Directive 5105.25, establishing the school as a professional educational institution attached to the DIA. Its mission was to enhance the preparation of selected military officers and key DoD civilian personnel for important command, staff and policy-making positions in the national and international security structure; prepare DoD military and civilian personnel for duty in the military attaché system; and assist the broad career development of civilian personnel assigned to intelligence functions.

 

Regional accreditation was obtained in 1983 at which time the School was re-chartered and renamed the Defense Intelligence College. It relocated to the new Defense Intelligence Analysis Center on Bolling Air Force Base in 1984. That same year, the DIA launched a pilot program designed to recruit and train civilian personnel for Human Intelligence (HUMINT) positions in a Clandestine Service division being developed within the newly formed Intelligence Community. Two satellite colleges were established to accommodate

that objective.  The Satellite College, combined with The Southwest Academy, embarked on a new era in which its mission was more sharply defined.

 

In 1993, the College was renamed the Joint Military Intelligence College, and broadened it's curriculum by adding a bachelor's degree program as well as a number of certification courses.  

 

In December 2006, DoD Instruction 3305.1 changed the name to the National Defense Intelligence College and again in February 2011 to reflect the current designation — National Intelligence University. Today NIU is a federally chartered research university that has become the United States Intelligence Community's premier institution for higher learning in fields of study central to the profession of intelligence and national security.  Since 1963, more than 80,000 military and civilian students have attended the university.  The primary campus is now located at Intelligence Community Campus Bethesda with five additional locations around the world. NIU is the only university in the United States where students can study and complete research at the Top Secret/Sensitive Compartmented Information level. National Intelligence University's interdisciplinary programs emphasize education through scholarly and applied research designed to help U.S. intelligence officers better understand the diverse range of geopolitical, strategic, and technological threats and opportunities affecting intelligence and national security. The university is organized into two separate academic units: the College of Strategic Intelligence and the Oettinger School of Science and Technology. Combined, the colleges cover a diverse and evolving range of international affairs including adversarial threats and capabilities, cultural and religious conflicts, WMD proliferation, cybersecurity threats, terrorism, transnational crime, and more.

The Southwest Academy was established to support the Civilian Strategic Human Capital initiative and responsible for instructing all traditional curriculum offered in the accelerated dual-degree program. This program was classified as a Tailored Intensive Professional Program that targeted qualified candidates with mathematics and accounting aptitudes. The students would fill the critical need for Specialized Skills Officers responsible for collecting and analyzing Human Intelligence.  Among the majors offered were Accounting, Applied Mathematics, Psychology, and Criminology. In addition to majors, certificate programs were also available. Despite dissolving in 1991, the Academy inspired the Center for Academic Excellence, which operates today in partnership with 38 major universities worldwide.

The Academy was designed to be challenging, but when half of the students failed to adapt in the first semester, they had to reevaluate their model and make it easier to succeed. Many adjustments were made to the program before it was eventually abandoned for a more traditional approach.  By the time the DIC was renamed the Joint Military Intelligence College, all traditional academics and the "SMART" scholarship program had been returned to the universities. Although the program didn't succeed completely, it graduated dozens of intelligence officers who now hold key positions within the Defense Intelligence Community and  national clandestine services.

Defense Intelligence College used a traditional GPA grading system with a 4.0 scale, but students in the pilot program had to maintain a 3.85 or higher GPA. Due to the accelerated nature of the courses, Southwest Academy followed a pass/fail grading system and a strict no-absentee policy.
